Yes, this was a given, not because it was any bigger (environmentally) than other stories on the list (although, partly because it was such a huge environmental disaster), but because, for once, the media gave this adequate coverage (for obvious reasons — it was visible, location- and time-specific).
And as Grist notes, “Then everything changed. And by everything we mean nothing.”
